Jeremiah Cloud, according to his obituary, was born about 1784 in Twiggs County, Georgia. He married Elizabeth (last name unknown) around 1800, probably also in Georgia. Their first five children were born there. The book "Youngblood-Armstrong & Allied Families" indicates his son H.G.W. Cloud was previously from South Carolina, so it is possible that Jeremiah's family fled the turmoil in Georgia caused by the Revolutionary War and sought safety in South Carolina.
Jeremiah moved his family to Alabama in 1816. He lived there until the end of the Texas Revolution and came to Texas in 1837, settling near Stephen F. Austin's home in what is now Austin County, Texas. Jeremiah received a second class land grant in Hamilton County, Texas, Milam land district, patent 537, vol. 3, no. 100. Jeremiah Cloud's probate settlement took twenty years and is a source for his eldest son William Cloud and his son William Jasper Cloud and children.
